Microsoft uses both internal and third-party lists to identify bulk mail and determine the appropriate BCL. And I didn't find an update on the BCL changes.
Therefore, if you are unable to receive bulk messages from certain senders due to BCL changes, you can refer to this link to adjust the bulk threshold in your anti-spam policy:

Or admins can submit the sender's messages to Microsoft for analysis, which adds the sender as an allow entry in the Tenant Allow/Block List.
