Without warning, I cannot manage Conditional Access policies due to a page error - "Unable to complete due to service connection error. Please try again later.". Is this likely to be transient? Nothing in sign-in logs of concern.

The problem seems to be a cache or network problem.
Can you do a test with another browser or the incognito mode?
Do you have any browser extensions installed? If so, could they affect the behavior of the website?
