How can I stop this feature for for all O365 users. The feature is that anyone can edit the old conversation when replying or forwarding an email.
From the perspective of Outlook desktop client's side, I am afraid currently this is not feasible.
A possible workaround I came up with is to force users to attach the original email when replying or forwarding via Group Policy:
In this way, when a user clicks Reply/Reply All or Forward, the original email would be attached automatically:
But please be aware that the above only works when users are handling emails in their Outlook desktops. In other words, if they use OWA, they can still edit the original emails as usual.
I also tried searching further to see if there are other possibilities outside Outlook itself, and found the following thread which mentions about the ADRMS template for on-premises:

Not sure if there's a similar functionality for O365 users, but if you have interest, I'd suggest starting a new thread with the "Azure Information Protection" tag so that experts there can help look into it as well.
