Toolbar disappeared from OWA

More and more of my tenant users are complaining that their OWA (Outlook Web Application) is suddenly missing toolbar when message replaying or new message creating. Also, there is no Toolbar section in OWA Settings - Mail - Customize actions.

    More and more of my tenant users are complaining that their OWA (Outlook Web Application) is suddenly missing toolbar when message replaying or new message creating.

    According to MC501737 in the Message Center of Microsoft 365 admin center, changes are being made to the locations of some buttons to make the experience across Outlook more seamless.

    Below is a sample of what users will see in Outlook on the web with the rollout of this feature:

    So, would you confirm with the affected users and see if they are able to find the toolbar in the new location above?

    Besides, it's suggested to click the Message tab, switch the layout and check the result:

    If the toolbar is still cannot found, could you perhaps share a screenshot of what the affected users see so that we can understand better about the issue? Be sure to remove all personal information involved when posting the image.

    Also, there is no Toolbar section in OWA Settings - Mail - Customize actions.

    This has been determined to be the expected change along with the rollout of the design change mentioned in MC501737. The Compose toolbar which was initially accessible through "View all Outlook settings" has been removed and was replaced by the Compose ribbon.
