As far as I know, you cannot load apps before login for security reasons and this is what exactly the BIOS does to prevent the device from attacks.
When a Windows system boots, shortcuts to programs contained in your start-up folder are launched automatically. Many installed programs will add a shortcut to this folder as part of their installation process.
To add an application manually to the startup folder, you just need to place a shortcut of the executable startup file – recognizable by the file extension .exe – in the startup folder.
