outbound spam notification for internal users

Hello,
I would like to notify users to inform them once their outgoing mail is being quarantined.
Currently the mail is quarantined without any information to the sender or recipient.
In the 'Outbound Spam Policy' settings i only found a setting where i can enable a notification to a group of users at 'Protection setting' -> 'Notifications'. Here i could add Exchange Admins for notifications.
but i would also like to inform the dedicated users themself.
how could this be achived?

    Yes, based on my research, built-in notifications for outbound spam can be global admins or designated recipients. However, similar notifications cannot yet be sent to spammers.

    You can configure quarantine notifications to notify users when their email is quarantined. Fos exampleThe example of a quarantine notification

    Quarantine notifications are not turned on in the built-in quarantine notifications named AdminOnlyAccessPolicy or DefaultFullAccessPolicy. Quarantine notifications are turned on in the following built-in quarantine policies:

    Otherwise, to turn on quarantine notifications in quarantine policies, you need to create and configure a new quarantine policy. Admins can also use the global settings in quarantine policies to customize the sender's display name, disclaimer text in different languages, and the company logo that's used in quarantine notifications. For instructions, see Configure global quarantine notification settings.
