Forgotten intune password BYOD device

User enrolled his BYOD device in Intune Company Portal and has forgotten device password (PIN) set during the enrollment process. Step 9. in https://learn.microsoft.com/en-us/mem/intune/user-help/enroll-device-android-company-portal
Now he cannot open his personal device.

User logged to Company portal website and tried to reset pw. However, since it is not possible to reset the pw of BYOD device https://learn.microsoft.com/en-us/mem/intune/user-help/reset-your-passcode-cpwebsite he retired the device from Company Portal, but the device kept asking intune password. The user panicked and rebooted the device hoping that it would help, but of course it didn't. So now it is impossible to turn on the phone because phone asks intune pw before anything else (personal PIN, sim card PIN). Is there some way to solve the issue or is recovery impossible from this situation?

    For Android BYOD device running Android 8.0 and later, if you forget your passcode, the only way to regain access is to reset the whole device to factory settings.
