Custom quick action in Windows 10/11

Exists some way to make a custom quick action in windows 10/11? Either programmatically or through an other way, it doesn't matter.

I want to create a button that can controll its own application or service, with its own title.

I couldn't find any documentation about this on the microsoft sites.

Its possible? Thanks.
