I ran into a problem with the upgrade to SQL 2019 on my Server.
Even though buying a license for SQL 2022 does then let us install SQL 2019 as a downgrade option, we still have to have a 2019 license Key. The 2022 License key did not work for the SQL 2019 install.
Checking online, I found an article that states that a key is specific to the product.

Yes, you will need a SQL Server 2019 license key to install and activate SQL Server 2019 on your server. A license key for a different version, such as SQL Server 2022, will not work for SQL Server 2019.
For detailed information about the license issue, you can call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. Or you can go to Volume Licensing Service Center support. Please choose region/language and choose to call or have web.

The 2022 License key did not work for the SQL 2019 install.
Of course not, the product key is bound to the product version. Why do you want to install 2019 instead of 2022?
