If the most recent build is not applied to the system correctly and completely, this problem could arise. I'm sorry to hear you're having this problem.
I would suggest you to please follow below method to resolve the issue.
- Run Disk Cleanup from Select C:\ Drive from Properties- > General -> Disk Cleanup - >Cleanup system files - > Chose cleanup older Windows
- Rename C:\Windows.old to C:\Windows.old.bkp
3.Cleanup below Temp folders
C:\Windows\Temp
%USERPROFILE%\AppData\Local\Temp
- Run sfc /scannow from elevated prompt.
- Run below DISM command from elevated prompt.
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
- Disable fast startup using below command.
Powercfg -h off
- Then try to Upgrade to Windows 11 after upgrade perform again Windows update to apply any missing updates for Windows 11.
