I understand you are facing the above error when attempting to launch Ribbon SBC CNe from the Azure Marketplace. This is a third-party image being offered by Ribbon Communications. They have a support page which you might find helpful. They also have included contact information at the bottom of the Marketplace page.
It might be worth trying a different VM size to see if the issue is related to resources. If you can confirm the Marketplace image you are using by providing the url, I can attempt to launch it to see if I face the same issue.
