@Kim Davis, Thanks for posting in Q&A. From your description, it seems the Samsung derive is doing Android Enterprise enrollment with work profile. But it is unable to enroll.
Before going on, please check if the model is under the support list in the following link:

If it is in the support list, please try the following suggestions to see if it can fix the issue:
Suggestion 1:
Check if any work profile existing. If yes, remove it. Go to Settings > Accounts > Remove work profile.
Suggestion 2:
Check if there's a personal email account on an Android device which will not allow for the Work Profile to be installed and set up the account. If yes, please delete all existing email accounts on the Android device (Personal and Corporate) and then do enrollment. After it finished, add these email account again.
