    If so, and you don't see it there, please refer to the following steps and try to change the registry:

    1.Select Start, select Run, type regedit in the Open box, and then select OK.

    2.Locate and then select the registry subkey:

    Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Security

    3.Right click>New, create the below registry:

    Value Name: EnableUnsafeClientMailRules

    Value Type: REG_DWORD

    Value: 1

    4.Restart Outlook.

    (Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)

    Then “Run a script" will be displayed under the Select actions when you create rules.
