As long as you have published the labels to your users, they can select them from within Outlook when composing a message, and encrypt it on demand. You can also define a default label, to be applied on all new messages, if needed. We have message encryption through Azure P1. There are several options in which situation the message is encrypted, for example, if it is sent to a certain address or if the message title contains a certain word.
