when migrating azure mysql to flex - lost the stored procedures code

after migrating azure mysql database to flex, I am getting an error on mismatched collation when executing stored procedures.

when executing the queries stand alone & the update commands stand alone it works.

but from the stored procedures it does not.

when trying to see the ddl of the stored procedure, it is empty.

the only user that can see the code of the stored procedure is admin.

only after dropping the stored procedure & re-creating it from the user that connected to the db, it was possible to execute the stored procedure successfully.

can anybody explain what is the root cause?
