Access Denied in elevated cmd terminal

Hello everybody,

A very kind gentleman by the name of Igor recommended I post my newb question here so please go easy on me lol.

I'm trying to run a simple command in an elevated Command Prompt that acts on a folder that resides on a secondary HDD. That drive and the entirety of its contents have my only machine's user account (also the administrator) set as the owner, as does C:\Windows\System32. I've set the UAC settings to their lowest setting, and I am not running any anti-virus or firewall other than Windows Defender.

I’ve spent about 4 hours trying to research the issue without any luck. The numerous articles I've read on this board and elsewhere all offer similar solutions (file/folder ownership settings, UAC, anti-virus/firewall interference, etc.) but unfortunately none have managed to successfully resolve the issue.

If there happens to be anybody who is able to help I would be forever grateful. For those of you who might be curious, the command is as follows:

python build45.py local45 Testing
