Thank you for your question and reaching out. I can understand you are having query\issues related to Network issue in creating app package.
- Go to Settings>Apps and highlight Microsoft Store, choose Advanced Settings, then Reset. After it resets, restart PC.

- Disable any Antivirus program or Windows firewall you may have for temporary purpose.
- Try to connect to different Network or Internet provider.
