I tried to create a open ai resource in my subscription, but it always show "Deployment is in progress", and failed after 2 hours.
How long does it take to deploy the open ai service? How to solve the time out issue?

After a third re-try it worked for me.
my region is south central us, is it related to my subscription? my subscription is basic tier.

I don't think it is because of the timeout issue. Most of the common scenario related to "Failed" deployment is because of region out of capacity. Issue intermittently can occur with all three available regions, East US, South Central US, West Europe.
