Good morning I have a question if I can use Microsoft studio community commercially if my company does not have more than 250 computers and no more than 5 programmers and the second question I have about system libraries such as kernel 32 can I use them for my applications without any restrictions and can I use the system library in my programs for commercial purposes

For your first question, you need to confirm if you are an individual, an organization, or an enterprise. Per your description, I believe you are an organization. If so, the terms are clear, see term b. - vi:
If none of the above apply, and you are also not an enterprise (defined below), then up to 5 of your individual users can use the software concurrently to develop and test your applications.

My interpretation focuses on testing with regards to are you compliant, not for production usage. Best to read the terms here.
Question 2
See Licensing. And there is licensing for NuGet packages to consider where each have their own.
