Failed deploy for openai

I created a Microsoft account and my OpenAI application is

I have created a Microsoft account and applied for OpenAI, and tried to Deploy OpenAI, but it fails.

Of course I am the administrator.

I have not done any other work.

Do I need to do any additional work?
