Company phones do not synchronise shared company address book

Hi all,

I am deploying centralized "mobile phone book" for all corporate iPhone.
These iPhone are Intune enrolled and they are owned by Intune using "Corporate" mode.

These iPhone are running the lastest release of IOS.

I am following this guide and it worked

However I have a trouble for my scenario:

At the moment I can sync mobile number only of personal contacts already present in MS Outlook, so
I can only sync mobile number already present in People/Contacts > Personal e-mail account contacts

I need that all corporate mobile phones are going to sync mobile phone book.

Can I push "contacts" inside "personal contacts" using Exchange?

Can I sync shared contacts using Exchange ActiveSync?

At the moment each people can sync just mobile contacts from their personal contacts list.

All corporate iPhone are using MS Outlook and they have already applied Exchange ActiveSync profile.
Apple Mobile app has been disabled.
