Teams Phone: Dial out to this number is not allowed

I have a Japanese PSTN number allocated to my Microsoft 365 E3 license with Phone Standard. But I am able to neither make calls outside nor take incoming calls. Does anybody have advice on this?

  • Outbound: it rings once, hang up, and displays a message "Dial-out to this number is not allowed" (in Japanese). I have no idea what the equivalent message in English though, it happens to any number.
  • Inbound: it is ringing but nothing appears on Teams. After I hang up, I get a messaged on Teams for missing call.

User location is set to Japan, although the license was purchased in US. No call restriction set. All the policies are set, as instructed by local teleco. Any kind of advice would be appreciated.

    Are you using direct routing?

    If yes, to me I suppose the issue may be with the direct routing configuration.

    Please use the self-help diagnostic in Microsoft 365 admin center to see if it can return cause of this issue.

    If it doesn't help, to further troubleshoot this issue, please consider contacting support in Microsoft 365 admin center>Support>New service request and also involving your vendor for help.
