How to improve search result on BING web search API, also does bing API support non english languages for conducting search like chinese, korean etc?

We are using the BING web search Api in our product and are frequently analyzing that the results are not up to the mark. This is a pressing issue and touching wide range of our customers causing dissatisfaction. Please help us in understanding how the Bing web search Api results can be improved.

PROBLEM: the result does not include any terms or conditions stated above in the body. please explain how we can improve this state.

I also want to understand will there be any difference in result if I still using "https://api.cognitive.microsoft.com/bing/v7.0/search?q=%s&responseFilter=webpages&count=%s" rather than updated "'https://api.bing.microsoft.com/v7.0/search?q=%s&responseFilter=webpages&count=%s'"
