I did some search internally and got to know that IP for the Azure DNS name servers can change. An alternative in this case will be to use Azure Private DNS resolver which resolves your Azure private DNS zone from on-premises, enter the IP address of the inbound endpoint into your on-premises DNS conditional forwarder. You will have to use private DNS zone in this case and establish connectivity with your on-prem using VPN or express route.
Alternate solution in this case will be to use a custom solution which can detect IP address change and take necessary actions.
