In this case, the parent company will have full ownership and management permissions over the licenses.
If, on the other hand, the merger involves integrating the subsidiary's Azure domain into the parent company's Azure domain, the subsidiary's account and associated licenses will still exist, but the parent company will have the ability to manage them through its Azure Active Directory.
