Cannot login to Power Apps

We received the following error message when signing into Power Apps. The user is created on the tenant and is in the admin center. All necessary licenses have been procured and Power Apps works when they login using a different cell phone device. We have tried to clear cache and reinstall app.

The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.
