Upgrade non activated Windows Server version

I am trying to Install Server 2022 on my Dell Server and it seems to be having some issues, I was doing a clean install and wiped my Server 2019 installation. Can I go back and install Server 2019 then without activating upgrade to Server 2022 or do I need to actually activate the server I am using keys from my Visual Studio subscription.

    To go back to Server 2019 you'll need to clean install it again, there is no other way. Also it is not possible to upgrade from, or upgrade to, an evaluation version.

    My keys are not eval but MAK, I know I need to reinstall 2019 but will I need to activate it the key are MAK keys so if I go over then I need to speak to someone about why I have so many activations.
