Does the Protection tab work any longer for Excel?

The problem is we do not want Users to edit PowerQuery Sheets.
We use Alt-F11 to change Visible to =2 - xlSheetVeryHidden
Next we Click Tools VBAProject Properties => Protection tab and Lock the project for viewing.
After Save & Close we can click Alt-F11 and change the settings without a password prompt.
Looking on the Internet it seems this was not very secure to begin with but to have a feature available that does nothing is strange.
My Question is can someone who works at Microsoft take some time to find out if this feature is no longer supported and if there are alternate solutions available?
