¿Do Azure Labs instances that do not spin up have a cost?

I have a lab prepared for 5 students and I deploy a total of 10 instances with the idea of having VM reserves if for any reason a student loses theirs or it doesn't work properly. Do these instances that are not started have a cost? Does the storage associated with these instances have a cost? Thank you.

For Azure Lab Service costs, you can reference the Azure Lab Services pricing page and the Cost management for Azure Lab Services documentation which will walk through the Cost and Billing portion of the lab:

In regards to unused VMs, you are not charged for shutdown instances:

With Azure Lab Services, you only pay for active usage. You are not billed for shutdown instances.

There is a charge for storage as compute gallery costs. These resources aren't included in the estimate:

• The template VM preparation cost. It can vary significantly in the amount of time needed to create the template. The cost to run the template is the same as running any lab VM.
• Any compute gallery costs. Compute galleries can be shared among multiple labs.
• Cost incurred when the lab creator starts a virtual machine (VM).
• Networking costs if the lab is using advanced networking.
