KB5023702 fail to install 0x80073701 Server 2019

KB5023702 fails to install on Server 2019 with error code 0x80073701. Other updates install fine, but this one has failed several months in a row. There is plenty of disk space available. SFC and DISM scans don't work, and we've tried manually installing the update, clearing out the SoftwareDistribution Folder and redownloading. Any other suggestions? Thanks

    0x80073701 = ERROR_SXS_ASSEMBLY_MISSING which means there are some system files are missing, which caused the update installation failure. You can also try a repair install by running setup.exe from the root of the install.

    I wouldn't hold much hope for this, time may be better spent standing up a new one, patch it fully and migrate the roles or applications over to it.
