Unable to create Azure Open AI Studio Resource

I already have personal Visual Studio Enterprise Subscription for Azure but whenever I try to create Azure Open AI resource it says the service is not enabled for your subscription.

I would like to enable it for my subscription for exploration and training personal for my own upgradation of learning.

    A visual Studio Subscription is not enough for Azure Open AI Access. Access is currently limited as high demand, upcoming product improvements, and Microsoft’s commitment to responsible AI.
