PowerShell command to provide the App Registration permission?

I wonder what's the PowerShell command to provide the App Registration to have Azure AD application creation privilege?

or any steps from the Azure GUI portal would be appreciated as well.

    Hi,

    If you need a user to be able to register applications you can assign them Application Developer role.
