Within Azure AD, they are represented by service principals and are free in all plans. The only place where you might need to spend additional $$$ on them is if you need any of the Workload identities SKU features: https://learn.microsoft.com/en-us/azure/active-directory/workload-identities/workload-identities-overview Integration with other services outside of Azure AD might not be free however.

Azure Active Directory (P1 or P2) pricing is on a per user basis (Ref: https://azure.microsoft.com/en-us/pricing/details/active-directory/)
Wanted to understand that when we use Managed Identity and Azure AD App Registrations in our implementation; are there are any costs on a per Managed Identity / Azure AD App Registration provisioned in Azure Active Directory (P2 Plan)? Are they free in Azure Active Directory P2 Plan OR are they charged as if each managed identity and each app registration is a user?
