Is there a way to disable Windows Hello for Remote Desktop

My organization recently started deploying new Windows 11 laptops through Microsoft Intune/Azure AD. These new laptops are requiring Windows Hello for Business as the primary login method. We have run into a bit of an annoying issue. Whenever a user attempts to access a remote desktop through Win RDP, they are prompted to sign in with windows hello by default. Windows Hello will not work to log into the remote desktop, and the users have to select "More Choices" so they can use their domain creds. This behavior happens every time they try to connect, regardless of checking the "remember me" box. It appears that the sign in defaults to whatever method was used to log into the computer, Win Hello or Domain creds. Also, due to having remote credential guard enabled, saved credentials are not allowed. Is there any way to tell RDP to never use windows hello?
