What to install to use Azure Code Signing function on windows 10 ver 1903

Question

Want to know what to install to use virus protection software that requires KB5022661. On following page, there is kb number for windows ver 21H1, but no information for ver 1903 which I am using. https://support.microsoft.com/ja-jp/topic/kb5022661-azure-code-signing-%E3%83%97%E3%83%AD%E3%82%B0%E3%83%A9%E3%83%A0%E3%81%AE-windows-%E3%82%B5%E3%83%9D%E3%83%BC%E3%83%88-4b505a31-fa1e-4ea6-85dd-6630229e8ef4 but the virus protection software doesnt allow me to install it. looks like i need to adopt something to use Azure Code Signing, but dont know what. Microsoft Windows OS support person told me that i cant use ver 1903, and an only option is to update windows 10 to supported version like 1903 to 1909. is it true?

The service is currently in Private Preview supporting organizations with 3+ years of verifiable business history where code signed with Azure Code Signing is user mode trusted on Windows. We plan to launch into Public Preview in the next year and then work to increase our availability across the broad developer demographic. Over time, we will continue to expand supported signing scenarios to include supply chain artifact signing, private trust line of business signing, application control scenarios, inner loop test signing, as well as other signing scenarios across the ecosystem.
