How to recover Exchange Server2016 DAG member which has four members , one witness server and alternate witness server if one member server goes down and also witness server goes down

The quorum would not go down in that case, as three of 4 members are still up. If you were to lose a server in the DAG and wanted to recover it with Exchange setup, you can follow: https://learn.microsoft.com/en-us/exchange/high-availability/disaster-recovery/recover-dag-member-servers?view=exchserver-2019
But what witness server is also down how qourum can be maintained?
The witness server is only required when quorum could be lost ( You are down to the last two servers), then its used a 3rd voting node in the quorum to maintain 3 votes of 4 in your scenario.
If DAC mode is not enabled then how can we recover from one or two dag member failures

If all server have DatabaseCopyAutoActivationPolicy Blocked how can I manually activate copies?
If data activation is disabled we have to manually activate passive copies?
