Windows Server 2019 RD Licensing manager unable to add additional licenses

My Windows Server 2019 RD Licensing manager has 50 "Retail Purchase" licenses installed for "Windows Server 2019 - Installed RDS Per User CAL" category.

Now, I am trying to add additional 50 "Retail Purchase" licenses in this pool.
The new CAL's are "Microsoft RDS 2022 User CAL".

I am getting following error after entering the ID = The RD Licensing manager was not able to install the client license pack. Ensure that the correct information is entered, and then retry this operation.

I ensured that my license key pack ID is correct. I copied it from the activation wizard i.e. https://activate.microsoft.com While activating I used the same company name & country that is on our bill.
Do I need to wait for 24 hours after this retail purchase and then activate the CAL's?
