Server 2012 R2: Cannot Install .Net Framework 4.7.2 or 4.7.1 or any Windows Updates for .Net Framework

OS: Windows Server 2012 R2
This has been driving me up a wall for over a year now - basically I can't install .NET Framework 4.7, nor any Windows updates for .NET Framework.
The updates that consistently fail with error code 800F0831 are as follows:
KB4576690
KB4486105
KB3072307
When running both the .NET Framework 4.7.1 and 4.7.2 offline installers, I get HRESULT 0x800f0831
Can someone please save my growing bald spot?

2020-10-08T17:58:31.277+00:00 Ended up downloading the 3 .msu files located at https://www.catalog.update.microsoft.com/Search.aspx?q=4035038 for Server 2012 R2 and now my updates are installing successfully! Thanks for leading me to the right path! :)

2020-10-08T16:49:23.73+00:00 I've followed the 'Reset Windows Update Components Guide' (https://learn.microsoft.com/en-us/windows/deployment/update/windows-update-resources) and received some error messages when when running some of the commands in step 6 to 'Reregister the BITS files and the Windows Update files'.
The DISM tool says that it repaired the Windows store corruption and sfc/scannow says that no integrity violations are found.
Log messages like this:
I've looked in the CBS log and the only thing I've been able to find is related to KB40339972020-10-08 12:29:15, Info CBS Store corruption, manifest missing for package: Package_3_for_KB4033997~31bf3856ad364e35~amd64~~6.3.1.1
