My question was deleted, supposedly due to violating community guidelines, then reappeared. Is this normal?

I Posted a question for VB.NET, gave a little background on what I was trying to achieve including the requirements and added my existing code. After it was posted it was one long paragraph instead of having some line spacing to make it easier to read, so I opened it for editing, added a few blank lines then saved it. I then went to view it and got the message that it had been deleted for violating community guidelines. While I was typing this message it reappeared so the problem is solved. Now I'm curious, is it part of the process that any new content or edited content is shown as deleted until it is viewed and approved? https://learn.microsoft.com/en-us/answers/questions/1197473/how-do-i-apply-numeric-checks-to-a-new-datagridvie
