How to create data catalog workflow in Microsoft Purview

I am using Purview, and have the role of Purview Admin. I am attempting to create a Data Catalog workflow, but am getting an error whenever I try to save the workflow "No items use this workflow". Steps to recreate:

  1. Select Management / Workflow - authoring / New
  2. Select Data Catalog (continue)
  3. Select Create glossary term (continue)
  4. Leave default name (continue)
  5. Modify "assigned to" on start & wait (Term.Stewards)
  6. Click Apply workflow
  7. The only option available is "Glossary" (no option to expand). Select Glossary (Ok)
  8. (Save and close)
  9. Receive error "No item uses this workflow"

I already have a data catalog with a glossary holding 70+ terms. It is not given as an option in the Apply workflow box. Thanks very much for any help you can provide.
