Do Azure Migrate recommendations factor dynamic changes to Azure VM features?

Question

I understand that Azure Migrate can recommend a specific size of VM and disk type based on performance data. Does the recommendation consider dynamic Azure VM feature changes such as better performing VM version (for instance when V3 of a VM series is introduced) or a new series of VM type becoming available?
