To achieve this, you can refer to the sample here https://github.com/Azure-Samples/virtual-network-integration-recipes/tree/main/src/az-webapp-apim-appgw This sample deploys an Azure Web App with Internal API Management and Application Gateway. You can refer to Terraform deployment steps for the pre-requisites. The script also deplys a web app enabled with private endpoint, which you can remove before deploying the resources.
