Zip File says corrupted when manipulating files but can still open archive and extract files.

I have a user that deals with compressed folders, typically created by other users that send files and folders to be compressed using the Windows File Explorer option SEND TO compressed folder. In the past she has been able to manipulate the files and folders within the ZIP file using File Explorer to delete or add whatever was needed. Today changed where she gets the error the ZIP file is corrupted when she tried to delete any file or folder within the archive. Her typical operation is to download the ZIP file from a posting, make a full copy of the same zip file then manipulate the copy. In the past it worked fine but now it fails with the error ZIP file is corrupt or invalid. But she CAN still extract any folders or files within the ZIP file. We did try and extract everything first. Files looked OK and we could open them. Then we allowed File Explorer to SEND TO a compressed folder again, basically creating a fresh ZIP archive. The ZIP file behaved the same way. you cannot delete any files and it throws the same error. Tried to duplicate the issue on my PC but it worked fine though I did NOT manipulate the same files, I chose a random folder. If I recall in our testing we also did this on her PC using a random folder. Got the same error. We both have a Win 10 Pro ver 21H2 with same updates. I am a bit baffled by this. Last Quality update was 3/16 (KB5023696) and an Intel Driver Software Component 18.7.6.1010 on 4/3. Anyone have similar issue or possible solution?
