Hi, This could be due to the firewall rules on your hotspot device which could block certain ports which is required for communication between VPN gateway and client. You can try fixing this error by following these instructions: Check if the correct protocol is selected. Check if the firewall is blocking necessary ports.
Cannot connect VPN(L2TP/IPsec) when connecting to a specific hotspot
Problem description: I set up an L2TP/IPsec VPN connection, I connect my own hotspot and can't connect to VPN (I can ping the IP of the VPN server), connect to someone else's hotspot and connect to the VPN. Someone else connected to my hotspot can also connect to a VPN. Others: At the beginning, I could connect to my hotspot to connect to VPN, then there was also an H3C cloud desktop locally, I needed to connect a fixed wifi to log in to the cloud desktop, and I connected to the H3C cloud desktop when I connected my hotspot (by mistake).
Error message when unable to connect: The network connection between the computer and the VPN server could not be established because the remote server is not responding. This may be because some kind of network device (such as firewall, NAT, router, etc.) between the computer and the remote server is not configured to allow VPN connections. Contact your administrator or service provider to determine which device may be causing this issue.
