What do I need to enable to recover a mailboxes deleted items that were emptied from deleted items folder and export them to another location other than the users mailbox? Does enabling "single item recovery" enable this ability? And if so, even at the default 14 day retention policy, we would likely see a significant increase in disk space usage?

It could impact storage once you enable that, yes. I recommend setting to 30 days. Download the Exchange calculator and plug in the numbers to see the expected impact. https://www.microsoft.com/en-us/download/details.aspx?id=102123 Personally, I never worried about. Over provision the storage and you are good :)
