The function keys can be different depending on your computer's model, it may be possible to disable them in your computer's BIOS, I suggest you check there first.

Microsoft supplies the Keyboard filter in Windows 10 Enterprise, but it is for Windows hot keys. Functions keys are not supported out of the box. You could try to enable the keyboard filter and try setting custom keys.
Otherwise, hooking the keyboard is an old topic. Create an application that capture the function key and does nothing with it. There are several code projects available:
