Why users not able to chat in Teams

We have purchased Office 365 Basic and we not able to retrieve the recording session and chat is disabled for meeting joiners.

Suggest how to enable the same.
Ways to recover the Video recordings.

    You could check in Microsoft Teams Admin Center > Meetings: Meeting policies > Under Audio & video section, turn on “Allow cloud recording”; Under Participants & guests section, enable “Allow chat in meetings”.
