Did you click the notification as indicated and then connect any disconnected drive?
Bug with network drives
Hello. We have updated several servers to version Windows Server 2019(last updates) and got problems with network drives.
In version 2012R2 and 2016 i got fix with policy: Always wait for te network at computer startup and logon.
But in version 2019 it doesn't work now.

Thanks for posting in Q&A platform.
You could try the following steps to disable the ‘Windows cannot connect to all network drivers’ message at start-up.
- Open the Run window by pressing the Win+R.
- Type "regedit" in Run window and press Enter to open Registry Editor
- Locate to key ‘HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\NetworkProvider'
- Then, on the right side of the main window double-click on ‘NetworkProvider’.
- Check if the value RestoreConnection was existed, if not, please create a new DWORD value for it.
- Set the RestoreConnection value to ‘0’ in order to disable the mapped network drive message.
- Save your changes and close the Registry Editor.
- Reboot the machine.
