    Hi

you could reset their MFA methods to allow them to re-register a correct phone number, however I would advise you to look through the sign-in logs to see why they are getting locked out in the first place.

    Hope this helps,

    Thanks

@William Greenwald Welcome to Microsoft Q&A Forum, Thank you for posting your query here! As I understand you are using Azure Student subscription am I correct? Based on your scenario I would recommend to contact Azure support https://azure.microsoft.com/en-gb/contact/#contact-sales Also you can refer to the below mentioned suggestion:
Sign in to the Azure portal with your administrator account.

    1. Navigate to the "Azure Active Directory" section of the portal.
    2. Click on "Users" and select the user whose account is locked out.
    3. In the user's profile page, click on "Reset password".
    4. Follow the prompts to reset the user's password.
    5. Once the password is reset, the user should be able to sign in to their account. If the user is still unable to sign in, you can try the following steps:
    6. In the user's profile page, click on "Authentication methods".
    7. Check if the user has a valid phone number associated with their account.
    8. If the phone number is incorrect or outdated, update it with a valid phone number.
    9. If the user does not have a phone number associated with their account, add a phone number and verify it.
    10. Once the phone number is verified, the user should be able to sign in to their account. Additional information: This is a similar thread discussion based on your scenario, please refer to the suggestion
