Impossible to launch an application

Hi,
I have a vba enabler I need to install in order to use another software.
When I try to launch I get this error:

How can I solve this problem? I trust the origin

    0.can you enter winver in command prompt on issue computer and look the os version and os version number ?[for example windows 10 enterprise 1809 (os build 17763.316)]
    1.can you enter below command on your issue win10?
    is there applocker policy or software limition policy applied on your issue computer ?
    gpresult /h c:\applock.html
